The company was formed in 1999 and operated portable telco stores in Southern Philippines for 5 years and operated during the infancy of Cell Phones. It deployed twenty-six 20 foot shipping containers customised in Taiwan with seats, computers telephones and fax machines, these Telco-in-a-Box facilities were deployed in rural areas and operated on V-sat enabling its clients operate local and international Fax and calling. Tierone was awarded a full Legislative Telecom 25-year Franchise including Cellular Services and an International Gateway Franchise (IGF), to enable permanent deployment of telephony within the independent state of BARMM, on the Island of Mindanao in the Philippines, with the first 10 years being exclusive. It is registered as House Bill MMA 202.
TierOne Communications International Inc with the registered address at, SKIA Bldg. Sultan Kudarat, Maguindanao 9605, Philippines. It was previously known as 3G Communications was established in 1999, and operated during the infancy of Cell Phones. It deployed 20 ft shipping containers customised in Taiwan with seats, computers telephones and fax machines, these One Stop Telephone Boxes were deployed in rural areas and operated on V-Sat enabling its clients local and international calling.
Based on the success of this project, the company was invited to apply for an International Gateway Franchise (IGF) , to enable permanent deployment of telephony within the independent state of ARMM, on the Island of Mindanao in the Philippines. Under the law, only telecom companies that have deployed 5 years of telephony in the Philippines, qualify to apply for an IGF. The company then endured 3 years of Legislative and public hearings and actual deployment of towers under temporary Permits to prove its capacity to deploy telephony in rural areas.
Again based on its success it was awarded a 25 year IGF, with the first 10 years being exclusive, it is registered as MMA 202.
However the company was not immediately able to operate under the previous Government, as the available spectrum on the Philippines was utilised or “warehoused” by the major telcos and was therefore not available,
Upon the election of His Excellency President Rodrigo R. Duterte, the government recovered a good deal of the warehoused spectrum. In October, 2017 the RTC BARMM had approved the spectrum needed for this project. Two weeks later the Philippines 3rd Telco process was announced and TierOne was invited to participate. In the interim the BARMM spectrum was embargoed.
TierOne required a national telco franchise and went to contract with Mislatel in May 2018. Mislatel then won the 3rd Telco bid with other partners having ignored its prior contract with TierOne subsiduary Digiphil. TierOne expects a successful outcome in the Pasig Court early to mid 2020 for reinforcement of contract. If successful this will be leveraged for a good deal with the 3rd Telco which includes China Telecom.
